    The 2026 cycle is the first where every serious campaign — federal, state, and competitive municipal — has to plan around an electorate that consumes most political content on connected TV and short-form video, rather than broadcast television. Cord-cutting accelerated through 2023-2025 to the point where reaching swing voters under 50 on linear TV is almost impossible at any reasonable cost. Meta, TikTok, YouTube, and CTV inventory are now the primary persuasion surfaces. Campaign managers and consultants who built their playbook on a 60/30/10 broadcast / digital / mail split are running a 2018 strategy in a 2026 environment.     Voter-File Integration Is the Price of Admission

    Every dollar spent on digital advertising in a political campaign should be informed by voter-file data. Targeting the persuadable universe defined by L2, TargetSmart, Catalist, or a state-party file is non-negotiable. Untargeted reach — buying impressions against general demographic proxies — is wasted budget in a competitive race. The technical work: upload the voter file to Meta as a custom audience, upload to Google for Customer Match, and ingest into your CTV DSP for addressable household targeting. Layer on persuasion scores and turnout propensity scores from the file vendor. The resulting universe is typically 25-40 percent of the total registered voters in the district, but produces 80-90 percent of the electoral impact. Campaigns that skip voter-file integration end up paying to reach voters who are either already locked in for their candidate or who will not vote regardless of contact. Neither is a productive use of campaign dollars in the final 90 days.

    Persuasion vs. Turnout: Different Budgets, Different Creative

    Persuasion and turnout are different campaigns running in parallel, with different audiences, different creative, and different measurement. Persuasion targets soft supporters of the opposition and undecideds with high turnout propensity; the goal is to move vote choice. Turnout targets confirmed supporters with low or moderate turnout propensity; the goal is to move the probability they actually cast a ballot. Persuasion creative tends to be longer-form, more emotionally argued, and more focused on contrast or character. Turnout creative is short, urgent, and operationally specific — when to vote, where to vote, what to bring. Campaigns that run the same creative against both universes underperform on both. The budget split varies by race competitiveness: highly competitive races typically run 60/40 persuasion / turnout in the final 60 days; safe races flip that to 30/70 in favor of turnout in the final 30 days.

    The 2026 Channel Allocation Framework

    For a competitive statewide race in 2026, the digital allocation we recommend is roughly: 35-40 percent CTV (addressable, voter-file targeted), 20-25 percent Meta (persuasion and turnout, separated by audience), 15-20 percent YouTube (TrueView for persuasion, bumpers and shorts for turnout), 10-15 percent Google Search (defensive on the candidate's name, offensive on opposition research keywords), and 5-10 percent reserved for rapid-response and platform experimentation. For a competitive congressional race, the framework is similar but with proportionally more Meta and YouTube and less CTV, because CTV inventory at the congressional-district level is thinner and more expensive per impression. Campaigns should adjust based on the candidate's strengths — a candidate with strong on-camera presence justifies heavier video weight; a candidate whose persuasion case is fact-dense may need more long-form content distribution.

    Measurement That Holds Up After Election Day

    Post-election, every campaign faces the same question from donors and stakeholders: what did the money actually do? Campaigns that cannot answer this question rigorously do not get hired again. The measurement framework starts pre-election: pre-launch baseline brand tracking, persuasion lift studies via geo or matched-pair testing in the largest media markets, modeled turnout lift comparing exposed vs. unexposed segments of the voter file, and pixel-based measurement of donation and volunteer conversions. None of this requires a multimillion-dollar measurement budget. It requires planning before the spend starts and discipline in keeping holdout groups intact through the cycle.
